@nadine – I think that’s a POW/MIA flag. Most US  post offices fly two flags – the US on top and a black POW/MIA flag beneath.

I have to say, this business of trying to find flags at places other than embassies has led to my needing to use Google Lens a lot and do a lot of research in order to fulfill the requirement that I be able to identify the flag!
