Also, I’ve just used regular maps purchases locally and biked wherever I want to go (staying off of major freeways, of course). Italian automobile drivers are very good around cyclists in those regions, probably because they are cyclists themselves.

I don’t think your section of the trail is unsafe at all. The section that is unsafe is west from the overpass going over the I-66 westbound Glebe Road exit, i.e., where the collision was.
The I-66 wall along the south side of the path creates blind corners and leaves no escape route on the wall-side of the path. The wall also causes people on that side to ride/walk/run further from the edge of the already-narrow trail.
And to top it off, the section naturally encourages higher speeds by the combination of mild grades in each direction, but especially in the west-bound direction.

I had the same problem after not riding for a long while. Nothing changed in bike fit, which was fine. What changed was rider fit…ness. I was able to recover by (1) taking a day off from riding midweek to let the tendon recover, and (2) strengthening that muscle and tendon by doing calf raises from a raised board.
I’m not 20 yo anymore, can’t just hop on and pedal like mad.

Dumb question — but why Memorial Bridge? Would Key or 14th St. work better? I would consider going 14th even if it adds a mile or so to your commute. From where you are, you can take back streets, cut through Army Navy CC to Army Navy drive and work your way to the Mt. Vernon trail. Or just shoot down Walter Reed to the 4 Mile Run trail and take it to Mt. Vernon.
The 14th St. Bridge is the easiest/best/safest bridge crossing for cyclists (IMO). And you will have avoided those insane at-grade crossings across the Parkway.

Yes. I know a good rider can run under 1:20 on an unmodified motorcycle, but I didn’t think that was possible in an unmodified car. Serious trackiness afoot, methinks.
