The guy I’ve observed was not kitted out, appears to have platform pedals, rides a black/grey Diamondback, and follows a different route into town than in the linked Strava segment. He was also quite a bit more circumspect around and respectful of car traffic than he was of path users.
Otherwise, same basic pattern behavior.

Yeah, I’ve recently noticed that we’ve got an e-moped-riding Captain Special heading eastbound on the Custis in the mornings. Likes to ride right up on people real fast, pass where he shouldn’t, and doesn’t call passes. Might be your boy.

On the way home by the marina there was a 2 stroke scooter on the bike path heading North. What is the best thing to do for some meathead like that? Call 911? If he was going the same direction I might have tried to politely educate him about motorized vehicles on the bike path being unacceptable, but that wasn’t to be.
Willing to bet I saw the same vehicle on the 4MR trail last week. Looks like a single cylinder mounted to a bicycle, right? Also, unmistakably a two-stoke.
