I think he clearly knew the law, and that he was wrong, hence the lack of a written summons. Why he hates cyclists and is clearly abusing his power is beyond me.

Riding past the RFK parking lot, all I could think was “why aren’t the Greenbelt crits here“. Or at least some of the early season office park races. Seems like a great place for a bike race!

apparently the permit process was a total nightmare. Most notably, I understand, was the fact that they would not give a firm date commitment more than about a month in advance.

-2,084.3% grade sounds seriously scary. But the 40k feet of elevation gain in .2 miles sounds like an intense climb.
