Yes, those are the Velocity reflective rims. Pete had recommended them to me when I was looking for a second wheel set for the Rove.

I built up a set of Velocity Dyads with the reflective coating a few years back. I ended up selling the wheelset when I switched to thru-bolt axles, but the finish was pretty nice. It definitely isn’t as bright as the strip on reflective tires, but the finish seemed quite durable. It made the rims a lot heavier (I think around 100g heavier, unless their claimed rim weights for the Dyad were way off).
