It is plowed by Arlington, yes. Any downed trees are also removed, and they do it pretty quickly. Leaves are another issue. I have never seen Arlington remove them (except when they are removed in snow plowing), but I have seen sections of the trail where the leaves have clearly been removed by somebody. But a couple of posters here would know for certain about that (perhaps dasgeh or Henry).
I’ve passed crews clearing them periodically on the Custis in previous years. Definitely county or at least county contracted. They do seem to be piling up this year though.

It seems to me that for his math to work the bike would have to be actually on the curb, so it also seems to me that “chief” Farr is a moron.

ParticipantI broke my chain on the way in and was rescued by a cyclist on a nice BLT who had a chain tool and a quick link. I was stopped for probably less than 5 minutes total. If you’re here, thanks!
