There is no precedent for that.
The approach of the Feds to inclement weather changed dramatically a few years back when ice storms hit unexpectedly during the evening rush hour. Escape from DC became all but impossible. Cars on the GW were stranded all night. Cars on the overpasses of the mixing bowl were stranded for 5 to 6 hours. People were put in harms way. Since those ice storms that caused a catastrophe on the roads, OPM has been almost skidish about major storms hitting during rush hour.
This may be cold – but it will not likely impact car traffic.
Another question is whether schools will be able to get their buses to turn on – and whether those buses provide adequate heat to the passengers.

I have a three mile commute and expect I could do it in shorts and a T shirt without permanent injury. Certainly some commuters on the forum have epic journeys from the far reaches of the area but most of us are probably no further than a few hundred yards at any given point during our morning rides from hot coffee. Not sure this one day cold snap in the urban heat island of metro DC is a life safety issue for most of us. I could be wrong, often am – find out tomorrow though.I’m riding to Minneapolis tomorrow

If they decide to do anything other than “open”, my guess would be unscheduled leave/telework…mainly to accomodate parents whose kids’ schools are closed.
