I fail to see a downside to the strategy of just calling the police non-emergency number every morning before leaving for work and complaining that there is someone parked illegally in that bike lane. Either they’ll send someone over or they won’t. If they don’t, at least you’ve highlighted the problem. If they do, changes are they’ll find someone and ticket them or ask them to move along which will deter further parking and clear the way for you when you bike through. If they don’t find anyone to ticket, they’ll just assume the person who was blocking the lane left before they got there…
