I think DC (and others) should go with the polystrene ban. There is just no need for all the waste for one stupid meal.

ParticipantIn case anyone’s interested, I asked someone I know in Falls Church what the level of discussion was there and he said the following: “We have had discussions in Falls Church about CaBi, including reps from that organization. The challenge is that they don’t want to open just one station, but need several of them to justify the investment. For now, there is interest in having new development projects (along Broad Street) install them. It will make it a lot easier if there are CaBi stations in EFC, and WFC metro stations. Our City Council is definitely interested in this.”

CABI wants the agency to set up an account, have staff come to CABI and set up memberships, and CABI will charge the agency for the agreed rate (at the silver rate for example, agency pays $25 and staff pays $25). I asked how the agency can know how much it will spend; the answer was “It cant.” The agency can turn off the account eventually, but however many staff sign up is what the agency pays. I am not a procurement attorney but I suspect this is a violation of the antideficiency act (the agency cant spend money it does not have; therefore the agency must be able to limit how much is spent). The second alternative is that the agency buys a set number of memberships. So we bought 100 memberships. The agency hands out coupon codes. The staff redeems those coupon codes. Agency pays $25; staff pays $25; staff receives a $50 benefit. There is an issue here about whether the coupon codes actually get redeemed (there should be an audit to make sure the codes get used).
Finally, the IRS has issued a letter saying that an agency giving CABI memberships out is a taxable benefit. In the example above, staff received a $50 benefit. That is a taxable benefit.

ParticipantAfter 10 years of riding around Ft Myer, I finally rode through it and Arlington Cemetery for the first time yesterday. Still don’t have everything figured out, but appreciate everyone’s pointers. The ride through the cemetery was awesome albeit a little sad to think about the coming destruction of the forest.

ParticipantDifferent numbers but same problem at Great Falls. There can be a line of cars out to Old Dominion, throwing their exhaust out while they wait for their hunk of asphalt, but cars still cost barely more than one bicycle. Cars cost $5; bikes cost $3. Ludicrous. Charge more for cars and more people can get into Great Falls. I’d use the surplus for a weekend shuttle from the metro.

ParticipantAnd, unless I’m wrong, strollers are permitted on escalators while bikes are not. I will race up an escalator with my bike against someone with a doublewide any day.

ParticipantNothing shocking here, but last night riding west through Rosslyn, I had a typically unpleasant experience trying to push through the crosswalk at Lynn on Custis. At either N Quinn or N Scott, I came upon probably 10+ ACPD cars and one man waiting on something or another. Probably had been an accident, but I didn’t see any vehicles beyond police cars. Makes one wonder if they couldn’t reallocate an officer or two.
