Warning – My assessment and assumptions are below. Possibility (slight) I could be totally incorrect.
Given the infrastructure and the lack of a easy way to get wiring under the GW Memorial Parkway (particularly for a temporary installation), the lights only on the side of departure would be activated by the cyclist or ped. The light on the pole would need to be tall enough for motorists approaching the crosswalk (several cars back) to see the flashing light from both lanes.
As these lights are demonstrated and found wonderfully effective (my hope) the NPS can look at strategies for a more permanent installation.
These can be permanent – the device they installed is called an RRFB (rectangular rapid-flash beacon). Almost all the brands on the market are wireless and don’t require trenching. They connect with their paired device wirelessly, so all you need to do is mount the poles.

ParticipantYou’re not allowed to go into that lane anyway, the northbound left-most lane at Lynn & WB Lee is left-turn-only on to Lee Hwy. That wouldn’t have changed the traffic flow at all.

ParticipantI’ve never had great experiences at either of the 8th St shops and neither have friends. I’ve heard good things about the Daily Rider but I’ve never been myself. Honestly, I try to do everything myself and anything that I can’t gets taken in the car away from the Hill. Freshbikes in Arlington for the roadie and Bikenetic in Falls Church for the MTB.

In many places it has to be pedal powered to not be classified as a motorcycle or something similar.

Periodic testing would be mandatory. This is the only way to reinforce the rules of the road and the consequences of inattentiveness.
This was a big issue when I lived in Florida. To get right to the point, older folks vote in numbers far higher than do younger age groups. Any sort of required periodic re-testing will not be looked on well by older drivers and any politician sponsoring or voting for such a thing would have a serious issue at election time. Unfortunately it’s always been a political third rail.
