Bike Parking Racks & Rack Placement

My office is considering getting new bike racks. My office has been very cyclist friendly.
Is there official guidance on bike racks, and where bike racks should be placed. Like something that WABA or the Bike League might have produced.
There are the old school ground bike racks. Someone here is calling them the “Wheel bender” racks. Agree with that. I never use them. And I notice that most bike rack installations are more solid U bars that you lock your frame to. That seems far smarter – is there any actual guidance that says, “yes we recommend….”
And is there any guidance on placement. I know it seems obvious, but is there anything that says, “dont place the bike rack next to an open garage door or the bikes will get stolen.”
