If it’s VDOT they have a pretty solid policy of not maintaining trails
They are pretty good about this kind of stuff, at least here in Arlington, if you can get it in front of them. Otherwise, they have a small staff for the NoVa region so they aren’t particularly proactive.

That’s the one. Fort Cass at least as far as the silver historic marker along the trail.
That’s the Arlington Blvd Trail. The section you’re referring to was completed recently as part of a lot of work being done there over the years: https://projects.arlingtonva.us/projects/route-5010th-street-route-50courthouse-road/
My understanding is that it is VDOT who is responsible for maintaining the trail (although their official policy on snow clear is to do nothing). You should report the exact spot through the “Report A Problem” page here: https://my.vdot.virginia.gov/
Report back and let us know what you find out!

Another strategy you can employ if there is no cage or particularly secure area is to take your bike to the very bottom level and lock it up there. I suspect thieves are looking for bikes wherever the first bike rack they can see is. It’s rare for bikes to be parked down 2-3 levels, so I doubt they would ever venture down there. (This obviously assumes that the people who park down there are not themselves bike thieves.)
I was doing the opposite at a public garage here in Rosslyn for about a year. There’s a rack visible through the walls from the street that typically had 2-3 bikes parked at it. I would ride my bike up to a higher level–out of view from the street–and lock up there. Thieves would have had to find their way up a stairwell or walk up the ramps (which would likely raise some suspicion from the attendants) to find my bike.
This guys seems to know an awful lot about how bike thieving works. We got our eyes on you, Steve O.

“Click to embiggen”? There is a perfectly good word that already exists, i.e., enlarge. Call me a pedant, but for a county web page, using proper words seems more appropriate.
Otherwise, I like the article.
You’re a pedant.
Loosen up, have a little fun. Embiggen is a perfectly cromulent word!

ParticipantEmail from the event organizer:
“We have begun to look at new ways to activate the Sunday Challenge Ride. The growth we are seeing made it apparent, even before Sunday, that we would need to look at ways to spread out the field…educate the wide range of cyclists we have participating and find ways for everyone to enjoy the day of closed-road cycling in the Northern Virginia area. We have received a variety of great suggestions, from sponsors and individuals, that we are already considering.”

Back on the original topic, does anyone have an update on the woman who was injured?
The event organizers report that the woman is healing rapidly, is expected to make a full recovery, and be released from the hospital soon. The other two crashes were shoulder/collarbone issues are were released from the hospital on Sunday.
They also state, “We have begun to look at new ways to activate the Sunday Challenge Ride. The growth we are seeing made it apparent, even before Sunday, that we would need to look at ways to spread out the field…educate the wide range of cyclists we have participating and find ways for everyone to enjoy the day of closed-road cycling in the Northern Virginia area. That said, I think the Nationals need to expand the service somehow, although I don’t know where they could get more space except up.
At least 3 times bigger than this.

ut French fries will do the trick (pity they’re never available race-side).
Roasted new potatoes, tossed with olive oil, sea salt, and some rosemary, in a ziplock. Yum!
