The Woom 1 https://toyboxadvisor.com/best-balance-bikes-for-two-year-olds#3_WOOM_BIKES_USA_Woom_1_Balance_Bike_Best_For_Steering_Control has a handbrake, and the lowest standover of any balance bike I’ve seen. Minimum saddle height is just over 10″. I also have a two-year-old who’s all torso with stump legs, and the Woom 1 fits him nicely.
The only con is that its’ quite a bit more expensive than most other balance bikes.
