    W&OD is blocked at the Bluemont Trail and again at the bridge south of Carlin Springs Rd. Four Mile Run Trail is open and can be used to go around. There was work on the trail and next to it north of Carlin Springs Rd and just south of the electrical substation (or that is what it looked like from the Four Mile Run Trail). Joggers were going around the barriers to get out of the region (I didn’t see anyone enter it), although it is possible that they entered from Carlin Springs or Kensington and were thus stuck.

    I think most of these low bridges throughout the region just need to be ripped out and replaced with higher clearance bridges. I don’t know if they were badly designed to start with or they’ve just been overwhelmed by the increase in runoff, but they’re chronically troublesome. It certainly seems unlikely that the number of flood events will decrease in the future, so I hope plans on are on the drawing board. If only the money to do so was available. Stormwater tax maybe?

    What a difference a day makes. The entrance to the culvert was almost completely clogged with mud and debris and the exit seemed unimpacted from the rain yesterday and ready for more. I put my stormwater designer hat on and offered suggestions to NOVA Parks. First step is to identify responsibility for the culvert. Under a NOVA Parks trail but carrying water from Arlington.
