Why do you want to get a recumbent? It isn’t necessarily safer. In fact, a recumbent can be less safe because it’s lower than a regular bike. It’s not as visible to others and others (cars, other cyclists) may not see it.
The best way to make sure your child is safe on a bike is to teach her how to ride safely and keep her out of tough situations like high bike or car traffic, and make sure she rides with a helmet and maybe pads and gloves if she is just learning and falls often. And don’t let her go too fast until she’s ready.
