    If they are in Arlington, report them on the Arlington app.
    If they aren’t, then I’m not sure what to do, although I would not discourage some nighttime ninja from removing them entirely.

    Collards aren’t any better than bollards, and hard to remove without an angle grinder

    I understand that Steve O is looking to build a bollard garden. Maybe he would like to use the discards as starter bollards.
