Water running off into the Custis trail near N Adam St info

Does anyone know what is the cause of water running off into the Custis trail near N Adam St in the last 2 days? It’s causing hazardous condition on the trail. I saw runners suddenly swerve to avoid it and cyclists slam on the brake when they see running water.

I seem to remember this happening every year at this time. I think the condo at the top of the hill drains their pool.
