Why doesn’t the law simply state that drivers (and operators of non-motorized vehicles) should take due care not to run into anything if possible? If someone is doing something stupid, or not, don’t run into him/her if possible. I don’t see the purpose of treating pedestrians, cyclists and obviously confused and/or intoxicated people different from everyone else.

I think we could come up with a really comprehensive “Don’t Smash Anything” law.
