Unless those babies have boots on the ground, it’s a stretch to classify them as “pedestrians”.

The directions to counters are to call them pedestrians. I guess because without a pedestrian pushing them, they do not go anywhere. There is a category for others – to include I guess skateboarders, inline skaters, and scooters. Which unlike stroller riders, go on their own.
