I stopped by the site this afternoon and chatted with the contractor. The pipes are for the water that is being pumped from the site. They have drilled wells down to 80 feet and are pulling out the water from the site, so that they can construct a four-level underground parking garage. Once the garage is built, a new headquarters for the National Industries for the Blind will be built on the site.
The contractor thought the detour will be in place until June 2017. He told me that solar powered lights are scheduled to be installed along the detour path in the next several weeks.
