For some reason I can’t edit the post — here’s the correct link to wheel spinning https://www.youtube.com/watch?v=NIEF42qvzgc

Wheel flexing side to side looks like hub play. The wobble while spinning looks like its a bit out of true. The first one, your hub bearing preload needs to be tightened (the procedure varies per hub). The out of true part, it needs to be tossed in a truing stand and adjusted.

How about a broken axle? If you remove the wheel from the frame, take off the QR, pull on one side of the axle, and half of the axle comes out, the axle is broken.

Those wheels look familiar! :-) I hope they weren’t that out of true when I sold them to you (I thought I checked?). Bring them/it over and I will check it out / fix it. If there is play in the hub it likely just needs tightening; I believe the end caps can be tightened with 5mm wrenches. The lateral out-of-true there definitely seems excessive. Sometimes a little lateral trueness sacrificed for better spoke tension is worth it, but that loos like it would be interfering with braking.
