ParticipantAwesome! Hopefully it isn’t just the week long “enforcement party” they do once per year. My guess is that it isn’t, since it is actually a bit early in the year for that.

ParticipantIt’s got to be just as satisfying as it is in a car. You know, when some ass cuts you off going 100mph over the limit weaving around being a jerk. Then a few minutes later, he’s on the side of the road with one of those cool undercover police Mustangs behind him.

ParticipantHmmm, what time was that, & what jurisdication? At about 6 pm, there was an Arlington officer sitting in his car at the corner of 4MR Dr and N Montana next to the access to the W&OD (by the Ohio St overpass) and then I had a motorcycle officer (didn’t notice which jurisdiction) coming at me with headlight on and yellow flashers going on the W&OD between Great Falls and Oak St heading toward Falls Church about 6:20 (almost full dark). What’s going on?

ParticipantI’ve never seen or heard of Arlington, Falls Church, Fairfax or DC actually issuing a ticket for a bicycle infraction. To my knowledge, they’ve always been warnings. Though I think they actually want to shoot me when I say “See you next year” at the end of their Bike Safety Week warning-fests.

I’m no spring chick, so getting passed is something I now take for granted, though often I do keep up with groups like that for a spell, finding when I do so my fitness improvement increases at a faster pace.
My concerns are twofold;
1. Blowing through trail stop signs can lead to serious injury (often encouraging others to act in a similar manner), and
2. Such behavior can give a cyclists in general a black eye on the perception front.
I’d like for cyclists to consider themselves one major demographic – it’s easy to start separating us into the ‘spandex crowd’, the ‘slow recreational crowd’, the ‘poky commuter types’, the ‘recumbent snobs’, and so forth. I for one have to catch myself at times when I find myself thinking this way. The way we will achieve success wrt to improving bike infrastructure and overall acceptance is to act as a cohesive movement.
I perceive you have a similar opinion overall, though like a big family, there are often sub-groups and diverse outlooks.

ParticipantI posted in the Commute forum last night about seeing a motorcycle police officer on W&OD between Lee Hwy and Little Falls Street (near Falls Church Fire Dept and the border with Arlington) around 6:10 pm or so. His bright light caused a ped to toss out an expletive laden tirade, sure he got a ticket for that.

I also think it can scare the heck out of pedestrians, kids on training wheels, dogs being walked, etc. I operate under the assumption that they have an equal right to enjoyment of the MUT and I should do what I can to ensure they do enjoy it.
I think it is great that super fit cyclists train hard; I’d be lying if I said I wouldn’t want to keep up with them. I just think there is a time and place for that, and the W&OD through the heart of Falls Church on a 70 degree day in late afternoon is perhaps not it.

I’ve been trying to cultivate this attitude, too. Thanks for the reminder to keep at it!

ParticipantAs a proud Falls Churchian, I have mixed feelings about FCPD’s overall enforcement efforts. Depending on what part of Falls Church you live in, you may see a police car as often as once a day or as infrequently as once a month – it all depends on where they can get the most ticket income per hour spent sitting. In terms of bike enforcement, I’m all for the random (pretty much three times a year) enforcement along the W&OD – those crossings are RIDICULOUSLY dangerous even with my jiggawatt light blazing away. However, the majority of patrol cars are located along Route 7 and some adjacent streets with the highest property value. Those dudes from Papa Johns flying down Penn Avenue? I have never seen a cop there.

I followed these three guys from around Bluemont on the Custis until we all got stopped by the police on the W&OD. They were riding a pretty good pace, about 17-18 mph, so naturally, I hopped on the back. As we came up to Oak, the lead cyclists slowed down (he indicated peleton style with his hand) checked both ways, called clear, and waved us through. I slowed down enough to see that the road was clear, letting them break away from me a bit, and followed through. As I started to pedal a bit harder, I heard a siren(?) and yelling as the bike cop rode across the path towards the cyclist in the oncoming lane about 30 yards after the intersection. They had to brake hard, and one in the back bumped his friend’s wheel and almost toppled over. He was pretty pissed off about the abrupt appearance of the cop. I debated riding around them, but the cop saw my spandex and demanded I stop with the other cyclists. The cop asked for names and DOB and radioed them in. There was some lecturing about coming to a complete stop, and we were admonished that “This isn’t the Tour de France”, but no citing of any specific code that was violated. A squad car rolled up and another officer arrived. I thought indignant guy was going to at least get a ticket, if not have his bike confiscated (can they do that???) We were all let off with a verbal warning.I’d imagine that they would cite the following code:
Sec. 26-109. – Riding and parking regulations.
Every person riding a bicycle upon a bikeway, sidewalk, street, highway or roadway has all the rights and is subject to all the duties applicable to the driver of a motor vehicle, except those provisions which by their very nature can have no application. Additionally, every such person shall comply with the following:
…
(2)Observation of traffic regulations. Every person riding a bicycle in the city shall observe all authorized traffic signs, signals and traffic control devices. Whenever signs are erected indicating that no right turn or left turn or U-turn is permitted, no person operating a bicycle shall disobey the direction of any such signs, except where such persons dismount from the bicycle to make any such movements or turns; in which event such a person shall then obey the regulation applicable to pedestrians.
(3)Stop signs. All persons operating a bicycle shall stop at all stop signs.
I might take issue with the fact that the W&OD is a Virginia park, and not a bikeway, sidewalk, street, highway or roadway. Also, that at any intersection, Virgina law assigns us the rights and responsibilities of a pedestrian. Stop signs aren’t applicable t pedestrians, so I’d argue that those provisions which by their very nature can have no application. Peds don’t stop, they cross when they won’t be putting themselves in harm. I have the rights, so I do the same.
I know we’ve been over this a lot, but did it change the way I rode in this morning? No, because bke cops don’t patrol in the morning. Only the evening commute. So will I slow down an extra bit even if it’s safe? probably. Would I feel better if the bike cops were sitting at more dangerous intersections like Great Falls? Hell Yes.
