Interesting. To the question at the end: yes, some non-conformist behavior is an indication of a successful active transportation program. However, I don’t think running red lines is a good example.
Running red lights, and some other non-conformist behavior, seems to me to be an indication of a failure to match infrastructure/policy with the active transportation culture. As the video states, some non-conformist behavior seems to result from the built environment NOT matching the needs of cyclists.
