Shocker that people don’t know which lane to be in. I’m so glad I haven’t had a need to drive on the Beltway beyond Silver Spring to 95N in years.

Perspective is everything. If you are in a hovercraft 100 feet above ground, yes it is confusing. If you are driving that stretch it isn’t bad at all.
