I think I saw these while running yesterday on the boardwalk leading to Roosevelt Island! I didn’t want to take them on the chance that the owner came back looking, so I clipped them to the chain on the river side just south of the pedestrian bridge to Roosevelt (around here: https://www.google.com/maps/place/38%C2%B053’40.4%22N+77%C2%B003’57.6%22W/@38.8945569,-77.0670035,18z/data=!3m1!4b1!4m5!3m4!1s0x0:0x0!8m2!3d38.894555!4d-77.066). Hope they are still there, good luck.
