ParticipantWhen a meeting for the Alexandria Bicycle and Pedestrian Advisory Committee is announced on the Forum, a link to the notes from the previous meeting is included. It would be helpful if the same could be done for ABAC meetings.

The Arlington Police update is depressing. Didn’t realize that 2/3 of the tickets during the “Smart Streets” effort went to cyclists and that Arlington County Police is ticketing for filtering.

Wait… What? Why are they ticketing for filtering? Am I missing something? Did that somehow become illegal? (Or am I going crazy and mis-remembering that it was legal?)

My memory is that it’s legal in DC but not in Virginia. That’s my memory; I haven’t looked it up and I’m no lawyer.

ParticipantIt’s legal in VA, but not legal to filter between two through-lanes of cars.

Well, not quite. We post the announcement of the meeting. Then at the meeting, the Minutes from the previous meeting are usually approved. Unfortunately, some meeting minutes don’t get approved for a couple of months – lack of quorum or minutes didn’t get prepared for approval. (For instance, we still haven’t posted April’s minutes.) Once approved, the minutes are posted.
By the way, our next meeting is this coming Monday, July 20 at 7 pm at the Bradlee Safeway. All are welcome to attend.

My interpretation is that filtering is legal on either side, so long as you stay in the same lane as the overtaken vehicle, but you would not be allowed to shoot straight up the middle (since that technically isn’t “changing to a different lane”) between two same-direction travel lanes. Frankly, the law doesn’t seem to have a lot of internal consistency:
Virginia 46.2-907
A person riding a bicycle, electric personal assistive mobility device, electric power-assisted bicycle, motorized skateboard or scooter, or moped may overtake and pass another vehicle on either the left or right side, staying in the same lane as the overtaken vehicle, or changing to a different lane, or riding off the roadway as necessary to pass with safety.
A person riding a bicycle, electric personal assistive mobility device, electric power-assisted bicycle, motorized skateboard or scooter, or moped shall not travel between two lanes of traffic moving in the same direction, except where one lane is a separate turn lane or a mandatory turn lane.

OK, true. My point is that a link to the minutes for meetings of the Alexandria Bicycle and Pedestrian Advisory Committee are posted on the Forum when they become available, which is not done for minutes for meetings of the Arlington Bicycle Advisory Committee. I think that it would be good for keeping the Arlington cycling community informed and engaged with what is discussed during those meetings, plus the good government practice of increasing transparency.
