    I don’t understand this. If you are a cyclist stopped in the bike lane (not for a red light, or waiting for an obstruction to pass), you are impeding traffic. The simple rule is that you cannot obstruct a regular traffic lane or a bicycle lane whether you are a cyclist or not.

    You must be new to the city. AFAICT, you can stop anywhere, as long as you have your flashers on.
