DC’s Under-16 Helmet Law – first-hand or second-knowledge of someone being ticketed?

Is this law being enforced in any way? Any parents out there ever receive a warning or an actual ticket?

I knew a few officers in upper W4 who would simply remind the kid’s parents gently of the law. They never wrote a ticket. Then again, they rarely wrote tickets for moving violations.
