    Construction

    Construction will begin in early June 2015. The first phase of work will close the parking along the south side of 18th Street South, under the Route 1 bridge, and restrict travel under the bridge to one lane in order to install the new streetscape and concrete paving.

    Work for Phase 1 (18th Street South under the U.S. Route 1 bridge) should last about four months, and Phase 2 (intersection of 18th Street South and South Bell Street) approximately seven months.

    According to new electronic signs on 15th and 18th Streets S., road work will begin on or around June 22.

    I presume this will include the interim multimodal center on 18th St. I’m not sure about the 15th St. realignment, from Crystal Drive to S. Clark St. That project was scheduled to begin this summer or fall. Maybe that project will be starting up around the same time.

    Mogul in the road at 18th & Bell St.

    People who ride through Crystal City and along 18th St. have already noticed the partial road closures. 18th St. is limited to one lane in each direction under the Rte. 1 overpass. But what riders may not have noticed is the new repair work and the inadequate patch in the middle of the intersection of 18th St. and Bell St.

    This section of the road has been discussed before in other threads. It was OK for a while, but it’s really bad again. There’s a new rectangular section, maybe 6 ft by 4 ft of very soft asphalt. A large truck or bus must have braked in the middle of the patch while it was still settling. I don’t know how long the patch has been in this condition, but tonight (Thursday night), I saw that part of the section had been pushed up by six inches or so.

    Basically, there is now a big mogul in the middle of the road. You can probably avoid it if you’re riding east-west along 18th St. But if you’re riding northbound from Bell St. and turning west onto 18th St., you’re likely to ride over it. If you do, slow down. A lot.

    Since 18th Street was narrowed to one lane (the bike lane is now the travel lane for all vehicles), I haven’t run into any problems with merging cars.

    The project manager told me that when the work is completed, the bike lane in this section will be six-feet wide and painted green.

    I received a response from the Arlington reporting system. The message said that the issue had been resolved. I hadn’t looked closely at the intersection in a while so I went back and looked at it. Well, the huge mogul is still there, exactly as in the photo I posted before. The bump has to be at least half a foot. How is that not a hazard, even for car drivers? Why do they need to have the mogul there? Is it that difficult to smooth out? Tamp it down and put a metal plate over it. That’s not ideal but at least people will know they are approaching a big metal plate.

    With the mogul, it’s not always easy to see, especially in the early mornings or late evenings.

    It is supposed to be a temporary speed bump? If so, they need to paint it in a fluorescent color. Something to indicate how rough the surface is.
