ParticipantGiven the difficulty of figuring out exactly what the law says, and how most people have their own ideas about it, and the fact that the laws vary by jurisdiction, and that most people don’t even know what jurisdiction they are in at that crossing and probably don’t care, and the law leaves so much wiggle room, here’s how I would handle it:
Stop signs or signals. Make it very clear that one or the other party has the right of way, and must stop. No confusion.
That’s basically what the NPS has tried to do by posting stops and the infamous yellow sign anyway. We need to make it more clear. Either cars must stop, or peds/bikes, but somebody has to have the undisputed, constant right of way.
This whole thing has made me realize how much confusion there is and how confusion can be dangerous.

The easiest way to make a safer crossing is to slow down the cars. If you can’t do that, yeah, you’re going to need a big blinky light. Why is that unreasonable? I fail to see the problem you’re trying to solve, unless your starting position is that cars shouldn’t have to be driven safely and at a reasonable speed.

I believe that the code in Virginia states that a pedestrian cannot enter a crosswalk without regard to oncoming traffic. As I am not a lawyer, I don’t know if litigation has resulted in different effective standards. The language certainly sounds different to me.
As for the rest of your comment, I suggest you reread my previous posts and point out exactly where I opposed a signal (which, of course, I specifically supported) or advocating that cars not slow down, something you have alleged without evidence numerous times.

ParticipantOh and… Virginia explicitly forbids marked crosswalks on uncontrolled road with speed limits greater than 35 mph.
