What about taking 4th Street north to Pennsylvania Ave, cut across the white house.

You can also take 7th up to the mall then head west. Or climb up to L’enfant Promenade through Banneker Park and jump on Independence at the Smithsonian castle.

Yep, this is the way I go. 4th is pretty low traffic and often very wide. It also has a nice bike lane entrance into the Penn cycletrack.

Thanks for all the responses. I rode the 4th Street to Pennsylvania route both ways today, and it was great – much better and safer than the Tidal Basin/Memorial.
