Not Lynn Street, and not really a very good picture, but is something like this what you have in mind?
This was taken* Tuesday morning (this Tuesday, not last Tuesday). The curb cut being blocked there is at the south end of the bike/pedestrian bridge across the Beltway at Rt.1 south of Alexandria. (The block before this picture was in much much worse condition, but I don’t have a picture of it.) The closest alternative means of getting across the Beltway are the MVT (we all know about that) and a similar pedestrian bridge at Eisenhower, which I understand was in similar condition. The on-road alternatives are Rt1 (shown here), GW Parkway, and Telegraph Road. These are all very bad options for people on bikes at most times of the day, and not options at all, at any time of day, for pedestrians or people in wheelchairs, etc.

*yes, this was taken from my car. yes, I promise I was at a complete stop waiting for the red light to change and was not moving in any way please don’t yell at me for using my phone while driving
