Bill to ban vehicle passing another stopped at crosswalk

This is cool – there’s a bill moving in the General Assembly that would forbid passing a car that is stopped at a crosswalk to allow someone to cross. I see that dangerous situation often. The only problem I see, which is already a problem under existing law, is the stopped car might block the person or bike using the crosswalk from the view of the approaching car.
