But don’t people who drive drunk try to drive REALLY carefully because they’re drunk and if they get pulled over they’ll be arrested?
That said, I think it’s a good idea, but the biggest pushback you’ll get is that there isn’t enough public transportation to fill the gap. I think your best chance is in DC, honestly. I’m not sure there’s another state where the entire state is public transportation accessible.
