Anacostia Riverwalk Trail east of the river

This came up on a run but I figure it’s equally applicable to riding.

I went out from the house to run a few miles and eventually started up the ART from Barney Circle north past RFK to Benning Road. The plan was to cross the river and run down the other side to Pennsylvania Ave and head home from there (Capitol Hill). However the trail closes under the East Capitol St bridge and I had to use a nasty detour consisting of a 4-ft sidewalk over the East Capitol St bridge with 60mph traffic over my shoulder.

Question – it says the trail is closed but can you actually pass through the trail south from East Capitol St? This would be a great running route for me and I’d love to have it open. It would also be a great riding route EotR if you’re not comfortable on Minnesota Ave.
