28 x 1.8 Wheel / Tire Wanted

IIRC 28″ is european (or esoteric?) for 700c. So a 700c / 29er *rim-brake* wheel sounds like it would work. Though a cheap mountain bike would usually have 26″ wheels …

Ok, I did the google, yes, from http://en.wikipedia.org/wiki/29er_(bicycle):

In some countries, mainly in Continental Europe, ISO 622 mm wheels are commonly called 28″ wheels or “28 Incher”.

But still would be surprised to see that on a low-end MTB for the US market.
