Recently these non-standard signs appeared on River Rd in the village of Grand View-on-Hudson, an extremely popular part of NY State Bike Route 9. This stretch has been under construction the 30 months I’ve been in NYC and they also put signs on the north side of the construction instructing cyclists to walk their bikes through the construction zone (sidewalk is mostly blocked by construction vehicles). The narrow roadway is not wide enough to share, so cyclists have to take the lane anyway. There are no businesses along this stretch, clearly a micro-community that hates cyclists. That fine is twice that for running a stop light. Lots of other towns up here on popular cycling routes also have signs up that cyclists must ride single file.

That’s not what the bill says. It would not “outlaw” riding two abreast. But, they did add language saying, “[P]ersons riding two abreast shall not impede the normal and reasonable movement of traffic” and “shall move into a single-file formation as quickly as is practicable when being overtaken from the rear by a faster-moving vehicle.” These amendments seem like vague and largely unenforceable provisions. Who defines “impede”? Or “practicable”? Or that bugaboo in the law, “reasonable?”

Anyway, as amended, passed the Senate this morning 35 Y 4 N.
