Liquid on Trail on Arlington Blvd along Fort Meyer

On the new Arlington Blvd trail along Fort Meyer (between Pershing Drive and North Queen Street), I’ve noticed that even on hot, sunny days there’s a patch of the new trail that is always wet.
Because the patch is immediately below the Fort’s horse paddock and stables, I wonder if the liquid is runoff containing horse waste. The area smells like it, but it’s too hard to differentiate the environment from the liquid. Either way, it’s not pleasant to think of animal waste water being sprayed on our legs and up our backs.
Has anyone looked into this issue? It’s a great trail, but this is a potential hazard.
