New 45-degree angle bike stations

The first one was installed in Rockville. Seems like a good idea. It makes for a smaller footprint for the station/docked bikes. That leaves a little more room between the docked bikes and the nearby bike lane or road lane. I don’t think it will make a huge difference, but it could increase the comfort level for users slightly.
