In fairness, “they” probably need to fill out more forms that also have faulty choices to go to another department. And that department probably needs internal forms. Then both departments need an inter-department MOU. And that MOU has to go to legal. Then all involved must sign off. And then everyone must re-fill out the form again.

I would just figure they have enough bureaucracy that they will probably never even realize that you’re biking even though you filled out the obligatory paperwork.
