Va. transportation plan: no gas tax, higher sales tax

The gas tax would be eliminated. Sales tax on all goods would increase to 5.8% (from 5%). Vehicle registration fees would increase by $15. Alternative fuel vehicles will be assessed a $100 fee. Those fees would help pay for transit needs while the higher sales tax revenues would go toward road construction and maintenance needs.
The governor’s proposal aims to address the shortfall in Virginia state transportation funding. The gas tax is not indexed to inflation. The governor claims that indexing the tax would only be a short-term fix.
Read through the links for further details about the plan. I’m not really sure what to think about it, good or bad. Hybrid vehicles would be assessed a separate fee because their owners would not be paying as much in federal gas taxes, while the cars continue to use the roads (and create the same damage that other cars cause). But this seems to provide a disincentive to buy a hybrid.
Elimination of the gas tax transfers the burden of funding transportation from car drivers to general consumers. On one hand, it seems unfair to those who don’t drive. On the other hand, most people receive indirect benefits from the use of gas for transportation, because goods are delivered by trucks and cars, and services are enabled by people traveling to offices and other locations by car.
There is already discussion about the proposed changes, with more discussion and analysis to come.
No details about what this means for bike and pedestrian infrastructure funding. I don’t see it mentioned on the governor’s website at all. So more details need to be released about what the plan means for bike/ped funding in Virginia.
