    I attended this meeting and was generally impressed with the earnestness of the NPS officials presenting. The long and short of it is that they need our input! Soon!!

    Please review the alternatives and provide your feedback to:

    They will only accept written comments; these become part of the official record and it does appear that they read every letter. They will only accept comments through June 22.

    If you do write, please include your reasons for why you prefer one alternative over another because they want to hear them. Also, one should not feel hemmed in by the alternatives provided. They are willing to hear suggestions on mixing and matching components of the alternatives or even some “out of the box” ideas.

    Also, they are VERY interested in hearing about:

    1) How best to deal with glare and safety issues along the narrow strip that runs along the airport wall (before you get to the bridge and Crystal City turnoff if heading south). They are unsure of whether to plant vegetation or build a wall and are seeking input.

    2) Low cost, easy to implement ways to improve safety on the trail. Signage was brought up so they are looking for ideas on that topic. Also, input on obstructed sightlines, after dark issues, etc. is sought. I was told that a decision was made not to install lighting under the bridges so as to discourage loiterers from congregating there.

    3) Ways to make the boardwalks less slippery. Quite simply, they are out of ideas and are hoping we might have something.

    4) Ways to easily and safely segregate traffic at Gravelly Pt (this includes cars, peds and cyclists).

    5) Where trail improvements/repairs are needed. According to one official, they only have one(!) person assigned to traversing the trail regularly and keeping an eye on needed improvements.

    The Q&A revealed the following points/issues:

    1) There are no water mains at Gravelly Pt so the proposed bathrooms to be built at the southern end of the parking lot will not have flushing toilets or running water. They will at least be an improvement from the port-o-potties now. I suggested that they move the latter away from the trail in order to prevent people from forming lines across the trail on the weekends.

    2) Cars parking on grass is not allowed but that is an enforcement issue that the NPS Police are supposed to address. They were unaware that on busy weekends cars are often parking on grass outside of the parking areas.

    3) None of the NPS officials speaking with us indicated that they are cyclists so they are somewhat oblivious to our needs but are willing to learn. It was also obvious that none of them take a walk out to Gravelly Pt during rush hour evenings or on weekends so were surprised to learn how crowded that area often is.

    4) They were unaware that vendors have started showing up on the weekends.

    5) They will not post “no peds” signs on the proposed detour; rather, they will pave the detour and replace the asphalt along the existing trail with gravel and put in bollards to discourage cyclists from using the gravel path. It is assumed that most peds will stick to the gravel trail and avoid the detour (I somewhat disagree with this logic as I think many people will use the loop as a walking/running circuit).

    6) A tunnel or bridge will not be built to Roaches Run – too expensive and there are environmental concerns.

    7) If you see anything that needs to be repaired or poses a safety issue, please email NPS (unfortunately I don’t have the specific email address handy).

    To convince you all to write to NPS regarding Gravelly Pt and the MVT in general, I’m posting the letter I have sent them. Feel free to copy any of it you like. Hopefully it will spark some ideas I have not come up with at this late hour (when I should be packing for a trip).

    To Whom It May Concern:

    I am writing in response to the request for comments regarding Gravelly Point and Roaches Run EA Alternatives Concepts.

    I am greatly in favor of alternative D. Cyclists and pedestrians need to be segregated at Gravelly Pt. It has become quite dangerous at that junction during weekends and warm weather evenings. Most pedestrians, either willfully or through ignorance, seem to be blissfully unaware that the trail is a transportation corridor and that standing in the middle of it or walking in the wrong direction impedes the flow of traffic and creates a dangerous situation. I have even seen children lying in the middle of the trail with their parents’ approval; sometimes toys and scooters are left behind. Also, on the busiest weekends, queues stretch across the trail for the port-o-potties. That entire area has become more like a common use park and less of a transportation corridor.

    In order to improve safety, please put up signs explaining, in the simplest terms possible, the rules of the trail (pictures might be best). There are lots of tourists and beginner users on the Mt. Vernon Trail (MVT) who simply do not know basic trail etiquette such as walking and riding on the right hand side, speed limit(s), keeping dogs on a short leash to the right, signaling to pass, etc. This lack of communication often leads to tempers flaring and accidents or near accidents. This lack of safety awareness is only increasing as Capital Bikeshare becomes more popular with visitors and local casual users.

    Also, please put in “real” toilet facilities to the extent possible; I am aware that no water mains exist. The current facilities are overused and not well-maintained; they smell badly and are unsanitary. Please put in a bike rack next to the restroom facilities so solo cyclists can lock up their bikes and use them. Also, potable water should be provided in some capacity if possible.

    I ride the MVT almost every day as a commuter and a recreational cyclist and have noticed a substantial increase in trail users. On the nicest weekends, drivers have taken to parking on any grassy strip they can find, even if means parking outside of the parking lot. Vendors are starting to appear selling drinks, souvenirs, food, etc. It is great that so many people are using public land for recreation but it also means an increase in careless sightseers crossing the trail without first looking for cyclists, runners, rollerbladers, etc. It also means that a lot of very young children on scooters and tricycles are using the trail as a playground.

    Ideally alternative D would prohibit pedestrians from the paved detour whereas the pedestrian pathway (where the trail currently exists) would require cyclists to walk their bikes. This seems like the most equitable, safest, and user friendly compromise; it would also prevent people from turning it into a walking/running loop (which would exacerbate the pedestrian-cyclist problems discussed above).

    The trail leading from Gravelly Pt to the airport bridge is too narrow for the amount of users it supports and there is a blind hill at the halfway point; please widen that portion of the trail if possible. There also needs to be wall where the trail runs between the airport runway and the GW Parkway. At that pinch point, there is only a small strip of grass separating cars and trail users. This is very dangerous since a child could go running or riding off the embankment into oncoming traffic; similarly, a car could lose control and endanger trail users. There is also the issue of glare from oncoming headlights. A wall would provide the most safety but heavy vegetation would go a long way to accomplishing much of the same.

    A map at Gravelly Point and Memorial Circle showing the trail and surrounding landmarks/tourist sites would be very useful. It should include miles (and perhaps walking/riding minutes) to significant locations/exit points.

    A large sign (with a map) should be placed on the northern side of Memorial Bridge near the Lincoln Memorial informing pedestrians and cyclists that they should use the southern side of the bridge if they wish to use the trail. This is important because most people end up trying to scurry down the dirt paths and cross the Parkway.

    Similarly, a larger, more prominent sign should instruct cyclists and pedestrians where the Humpback tunnel is located on Columbia Island. The existing sign is small and out of the way so visitors are still trying to get to the river by crossing four lanes of the GW Parkway. This is extremely dangerous and unnecessary. Signs on the other side of the tunnel should give similar instructions.

    I am very happy to see that the NPS has undertaken the task of improving the crosswalks at Memorial Circle. While I don’t think the proposed changes are sufficient to eliminate the inherent dangers of the poor design, they are a step in the right direction. It would also be very useful if the 15 MPH speed limit were better enforced in this area, especially during rush hour.

    KL, do you have another link to where the proposed concepts are? The parkplanning.nps.gov one won’t work for me. I would be glad to offer my suggestions to them.

    I think you’re right that the detour will be used by all, not just by cyclists no matter what signage they post. I’m curious how far up the detour would cut into the path again. Really, I’m wondering if we could forgoe the bumpy section from where the tree roots are messing with the path. I think the easiest way to explain it to them would be to show it to them. When I write, I’ll suggest a group outting on a nice evening so they can see how loud the planes are, how many different groups use the park (families picnicing, boaters, fishers, soccer teams, cyclists, joggers, walkers, even people with telescopes sometimes) and how unsafe it can be. Sometimes you just have to slow down to basically a walking pace to safely make it through and even then little kids dart around.

    As for their question about the northern portion of Reagan National right along the highway, that’s tough because there really isn’t room for anything right there. I actually think a fence of some variety may sadly be the safest option. I, too, have noticed kids periously close to walking onto GWP and I’ve had some daredevild cyclists attempt passes between pairs of other cyclists that just makes me extremely nervous given the proximity to the GWP. Ideally it would be widened into the airport’s property, but I think part of the problem is the airport needs a certain length for the runway and they barely meet that length as is, but I could be mistaken. I don’t see the airport giving ground and I don’t see NPS diverting GWP.

    Moving the bathrooms back is a great idea. Signage would also be helpful. Maybe they could have a little bicycle repair station like WMATA installed at the College Park station with a pump and all.

    Hi Terpfan,

    Hmmm, the NPS link above works for me so I’m not sure what the problem is. Try googling “Gravelly Point and Roaches Run Environmental Assessment”. I copied that from the front page of the site.

    I wish they accepted email comments so one could include GoPro footage of the area. That said, if someone were to take pics on a really nice Saturday afternoon and send them to NPS that might help (I’d do it myself this wknd but I’m out of the country at the moment). I was really surprised at the in-person meeting they had on the subject that none of the NPS folks appeared to be cyclists.

    I like the idea of the bike tools stand; didn’t think of that.

    Ahh, yes, now it’s working. I’ll try to remember to write a letter later today once I finish writing a few work-related items. I tried thinking about it some this morning going through there, particularly in regards to the spacing issue by the north section of airport, but couldn’t necessarily figure out a workable solution.

    After riding by a few times this weekend I realized more than ever that a secondary path just for us would be quite helpful. I literally had to slow down to the point where I put my leg down because of how crowded it was last night and nobody moving for bells/calls/anything. Also, I have no idea how NPS is unaware of the cars parking on the grass–it must be half or more of the cars are up on the grass, including some in bizarre places.

    These photos were taken yesterday about noon. Ped traffic was pretty light. Not sure what the vehicles and trailers would do if not for the grass. Might be appropriate for the NPS to examine on-grass parking that doesn’t turn the soil into pavement. Maybe those open pavers that allow grass to grow protected from the soil compaction caused by feet or tires. Might be a good balance.
