Rough spot on Rock Creek Trail near Ken Cen

During this morning’s commute a cyclist hit the series of tree root bumps on the Rock Creek Trail between the Watergate and Ken Cen, lost control and slammed into the fence back-first next to the river. He was up walking by the time the ambulance arrived, so I’m hoping he is okay.
This is a bad spot on a narrow trail that is plagued with rough spots. I assume this problem should be reported to NPS?
