Seeking Recommendations: Rear Rack + Shoulder Bag

I’ve got a mountain bike that I commute to work with. Here’s a pic:

I’m looking for a good rear rack that I can tie stuff on to.

Also, what are some good commuting back packs (something I can safely carry a laptop in) that you recommend as well?

ELITE cyclists have a support team, and can’t mount panniers on their carbon bikes anyway. But yes, the implication is that you’re not carrying a tent & a lot of food, you’re not going to be in a really hostile environment, and you’re probably not going to spend days in the rain.
