Rebalancing or Lack Thereof

I’ve been using CaBi a lot over the winter in the Takoma Park area, and the station that I use most frequently is at the bottom of some hills and is almost always full. Nearby stations are not quite so bad, but also must be checked online before any trip, which is kind of a pain. I also wonder if this reduces usages for others.

I like CaBi a lot so I’m not looking to beat up on it. I see the rebalancing vans out and about but I’m just wondering, do they need more resources? Do they pay attention to key metrics? When a station is full or near full 95% of the time, I think there is a problem.
