Plans for Fairfax Boulevard in the City of Fairfax?

Before I go sending off emails, does anyone know what if any changes the City of Fairfax has made to its master plan for Fairfax Boulevard?
The only plan I can find is pretty old and rather lacking in biking infrastructure so I choose to hope its no longer accurate. The pavement all along east bound 29/50 in the City is all marked up with what looks like future changes? And there were tantalizing 4′ wide white lines every ten feet or so near the curbs… I literally drooled.
