IMF headquarters renovation at H b/w 19 & 20th streets

The thread on a route from Courthouse to McPherson square made me dig a little deeper on the road closure on H Street between 19th and 20th. The street has been closed since at least I began bike commuting in May 2013. I just looked at the IMF website and learned that the renovations are supposed to continue for another two years. How can they shut down a street for four years to do a renovation?

I, like many, ride on the sidewalk for this block to avoid a detour.
